Mid-Term review of NDPIII finalized

The FY2022/23, being the third year of implementation of the NDPIII, the Government of Uganda, through the National Planning Authority (NPA) embarked on the Mid-Term Review (MTR) of the third National Development Plan III 2019/20-2024/25 (NDPIII), as required under the Comprehensive National Development Planning Framework (CNDPF). Additionally, the previous plan (NDPII), was evaluated to find out the extent of its implementation, the challenges, and the lessons to learn.

At the onset of NDPIII implementation, the world was struck by the COVID–19 pandemic, and like other countries, Uganda’s economy experienced a downward growth trajectory with disappointing macroeconomic and social outcomes.

As part of the mid-term review process, the NPA undertook high-level consultations led by Hon. Amos Lugoloobi, the State for Finance, Planning, and Economic Development (Planning). In addition, other stakeholder engagements and reviews were undertaken to further inform the priorities for implementation in the remaining two and a half years of the NDPIII as well as the subsequent development plans. The findings and outcomes of the MTR were critical in informing the priorities for implementation in the remaining two and a half years of the NDPIII. They also helped in the subsequent budget cycle as well as providing an opportunity to review the original assumptions of the Plan; Macroeconomic targets; Programme performance; Budget Allocation and financing arrangements and Reprioritization of the plan objectives, key interventions, and projects.
